As we moved forward the conversation around micro, small and medium enterprises (MSMEs) move beyond survival. The focus today is on scale,discipline, steadiness and direction. The MSMEs now sit at the center of India’s economic ambition, not as peripheral suppliers, but as enterprises shaping value chains, augmenting ethical values, employment and innovation across sectors. What really has changed most meaningfully over the few years is intent. A growing cohort of MSMEs and emerging enterprises are no longer content with opportunistic growth on informal digital infrastructure and the depth of leadership, even when the returns are not imminent. The shift from short term expansion to long term institution building marks a critical inflection point for the sector. It signs a mature mindset, one that recognized that durability matters as much as spend.
It is well said that 2026 will not be a forgiving year. Capital will be more selective, customers will be more demanding, regulations will fighter further and technology will cease to be a differentiator. It will be the table stakes. The point of concern i.e. the MSMEs who treat digital adoption as a cosmetic layer or governance as an afterthought will struggle to stay competitive. Among them those who build resilience into their operations, understand unit economics clearly and align ambition with execution capability will be better placed to move away. This is popularly known as vibrant transition for its own sake.They are navigating complexity with clarity, balancing ambition with accountability, speed with structure and innovation with operational rigor.

Even as the global trade dynamics remain volatile, marked by tariff pressures and persistent uncertainty, Indian MSMEs has demonstrated the ability to adopt with speed and intent. Many have reoriented business models,embraced digital tools and invested in process efficiencies to remain competitive. From digitizing operations and improving supply-chain visibility to expanding access to market and customers, emerging businesses are increasingly leveraging technology as a growth enabler rather than a support function. This momentum has been reinforced by a supportive policy environment, growing access to digital infrastructure and scale.Entrepreneurial activity among across sectors has accelerated, creating a new generation of business that are agile, innovation led and increasingly global in out-look.

as a majestic land where the past and future forms a harmonious blend. The state is endeavoring progressively to achieve sustainable and inclusive higher growth with reduction of regional disparities, faster poverty reduction, effective delivery mechanisms and rapid infrastructure development.
Micro, small and medium enterprises (MSME), the backbone of any economy plays a vital and vibrant role for the industrial growth of the state.MSME drives the state economy through its maximum contribution to employment generation, equitable distribution of state income and proper
mobilization of private sector resources of capital and skill. Government of Odisha endeavors to create adequate space for MSME development in the state over the years through various fiscal and non-fiscal incentives.
The industrial sector has been a key driver of Odisha’s economic progress with a share of 41.3 percent to state’s economy (GSVA). The sector provides employment to more than one fourth of the workers in state since Odisha is committed to enhance the competitiveness of MSMEs across the state it is marching forward in breakneck speed. MSMEs are vital to state economy,not only by creating extensive employment opportunities but also by significantly contributing to the state’s industrial output and exports. Odisha has approximately 23.5 lakh MSMEs registered on the Udyam Portal which includes a large number of informal microenterprises. This is quite similar to the scenario of the national level. This offers opportunity to support smaller units to move up the value chain, formalize operations, adopt technology and increase the scale organized and large enterprises are comparatively more productive and value generating.
The uneven distribution of MSMEs across the state reflecting diverse industrial and economic activities. Some districts have well established MSME clusters, while others are gradually developing their micro and small enterprise based. Khordha leads the state with the highest number of MSME units (32,768) supported by an investment of about 1146 crore. It also generated the maximum employment with more than two lakh jobs during the year. Following Khordha, districts like Ganjam and Cuttack shows strong MSME presence with 24571 and 21867 units respectively. Other districts like Balasore, Puri and Mayurbhanj maintain a sizable number of MSMEs with consistent investment and employment indicating sustained microenterprise activities and moderate growth. Other districts report fewer growth in developing MSME units and it will take some time for their growth and development along with their expansion capabilities.
To foster the growth and competitiveness of MSMEs, the state has been actively implementing the support framework established under the MSME Development Policy 2022. As part of the state ongoing efforts, this framework focused on key areas including infrastructure development, industry linkages,raw material supply, technology advancement and financial incentives to create a supportive environment of MSMEs. The establishment of MSME parks in each district with basic facilities, expanding and rejuvenating industrial estates managed by the state PSUs. These measure are expected to enable faster business setup, increase productively and modernization, strengthen supply chains through cluster development ensure compliance with product standards and reduce costs through better logistic and market access. The State Government is actively support for ancillary and downstream industries facilitation linkages between entrepreneurs and large industries, ensuring the
availability of products, by –products and waste generated by mother industries and further value addition and providing priority allotment of land in industrial estates and MSME parks. These measures are expected to promote MSME growth, reduce input costs accelerate enterprise establishment and provide ongoing stake holder support to address challenges.
In Odisha raw material is supplied by Odisha Small Industries Corporation (OSIC) which acts as a nodal agency and will establish raw material banks which is deliberately planned by the State Government to ensure reliable supply, reduce production, delays and improve cost efficiency.Technology up-gradation is encouraged by promoting adoption of newer technologies for quality enhancement, cost reduction and environmentally friendly output. At present Odisha has 31SFURTI clusters with 24 clusters are operational and 6 is expected to be completed by June 2026. The scheme has benefited 11842 individuals, highlighting the state’s strong focus on boosting industries and supporting livelihoods through cluster development.
The state has enforced a range of focused schemes, initiatives and policies to provide financial incentives, enhance infrastructure, promote skill development, facilitate easier access to credit and encourage cluster-based growth. Prominent among them are IPR, Odisha Food Processing Policy, Odisha MSME Development Policy, CM-SRIM, IDP, AIM 2.0 (Administrative Invectives for MSMEs), PM employment generation programme, MSME cluster development programme and CGTMSE. Till now 54 cluster facility centers (CFC) has been identified through cluster based development programme in Odisha. Through these well-coordinated schemes and programmes, Odisha aims to boost MSME competitiveness, promote manufacturing, generating employment, facilitate easier access to finance and technology and strengthen industrial clusters for inclusive industrial growth. The implementation of single window policy enhanced the competitiveness of this sector in the state. Cluster units development approach are being adopted in Odisha to promote competitiveness of potential sectors. MSME sectors in Odisha shows upswing trend over years both in number of units, investments and employment
generation. Although the number of installed MSME units in the state is quite less in comparison of the gross industrial MSME scenario in the nation but the state is slowly striving to achieve laurels in this ambience. The MSME development represent a broad spectrum of the state’s emerging business landscape, from digitally enabled enterprises and innovation led product companies to leaders
creating impact through inclusion, skilling, sustainability and Governance. What unites them is a shared commitment to build organizations that are resilient by design and relevant by purpose.
Meanwhile, 2026 is expected to deeper the divide between wellcapitalized, formalized and export or supply-chain-integrated MSMEs and smaller units burdened by compliance costs, delayed payment and their cash reserves. Consolidation, quiet exists and asymmetric growth are likely outcomes unless policy support becomes more targeted and execution improves. As Odisha position itself for the next phase of economic growth, MSMEs will remain central to this journey.
